Add local data management controls - #277

Summary

• expand Privacy local data controls with category counts and independent clearing for favorites, recents, safe preferences, saved Pipeline recipes, and PWA cache files
• share PWA cache clearing between Install App and Privacy controls
• link the controls from Privacy, Trust Center, Install App, and the footer
• add localized copy and component coverage for local data and cache clearing
